It makes sense that Hank isn't just this homeless serial killer but it is still surprising because the idea of "Does Hank go somewhere in-between episodes?" never occurs to the viewer as they only see the juicy bits

This supposedly starts when Hank dies at the end of MC7. I think MC9.5 PT2 will end at the point of MC9 when Hank is brought back to life and upgraded.

Also, this hell Hank is experiencing is different than what Deimos experiences when he dies, implying that there are varying levels of hell.

This is a super cool and interesting animation and I can't wait for MC9.5 PT2!
